§. 15 §. 19 Subordinates Remuneration

Location of subordinates – is either 1. Initial; or 2. Promotional.
What shall be the test of aptitude for promotion? Seniority or
the will of the superordinate?

Morning Chron. 24 Oct. 1822. "Minute lately issued from
"the Treasury which does away with the good old rule of seniority
"in filling up vacancies in the different departments
"or our public Offices." Pretence rewarding moral &c.

Under a system in which on the part of superordinates
aptitude naturally rare and use is minimized, affords seniority may afford a
much more strongly evidence of aptitude, than
can be afforded by choice.

Objects of such an institution as the above
1. Encrease in the value of patronage, as above. Noted
by Choice as above.
2. Encrease in the quantity of corrupters influence.</add>
3. Encrease to the quantity of intimidatory corruptive influence.

If suspected of affection devotedness to the particular and sinister interest of the Superordinate.
To the particular

superordinates will would
the power of dislocation
succession by seniority

accounts , a Clerk subordinate if not dismissed
will at any rate remain .
in a system of which corruption is the essence every everything
turns to poison.

The situation – is it susceptible of extra merit?

Should salary encrease of course with age?
Answer. No need of it. It does not in profession
and other profit seeking occupations.+

If the Whatsoever the salary is at encrease of any
person, with or without giving money will accept
of it without expectation of encrease all encrease is
needless, and so much thereon aiding.

No need therefore is there for encrease for
. None but for extra merit and then
it is for extra merit, not for the length of service that it
should be given. Bounty on length of service with is prohibition
on extra merit. The that should have been appropriated
to extra merit, the man
gets without it, the any labour
and self sacrifice
employed in the
endeavour is seen
of it, would be thrown away.
