Of such a scene as it has thus been necessary
to delineate, disheartening even to despondency might
be the effect on a philanthropic mind, if in some other
quarters of the Globe, a spectacle forming so striking a
contrast to it as will be seen, did not open itself to view.
Turn then now to the Anglo American
United States: Under an unsophisticated representative
democracy, behold there a system – of powers, interests,
opinions, habits and dispositions, – no less simple
to conceive and describe, than delightful to contemplate.
Oppression and depredation being alike
impossible, and by every eye seen to be so, neither of
the one nor of the other can either fear or hope be entertained
anywhere. Accordingly for the adoption of
what little is there needful for compleating the system
here designated by the short motto of aptitude
maximized expence minimized, – nothing is there
wanting, but such time as may be requisite for getting
over any little surprize, which, on a first glance, the
face of novelty it may appear to present, may have
excited.
