Constitutional Code

Art. or Commenced no prosecution of them for the purpose of punishment can be, without
either the allowance of either from the Kings Bench Judges after public discussion
(name of the prosecution information) or without any
discussion that of public if any or private, from the Kings Attorney General (name of the prosecution
ex officio information) or without any except secret
discussion, from a Grand Jury, in numbers not less than 13 out of 24. But this Grand Judicatory,
to which the initiative in Judicature is thus given is a
of the
composed of men selected professedly out of the Aristocracy linked with those
by the like community of sinister interest with those over whom they thus sit in judgment: and to screen them
from responsibility in every shape, moral as well as legal

where it has place, treble costs are provided, as if single
costs were not sufficient, to incapacitate or deter all but the
