Art. But would it not be a lamentable spectacle
painful to every feeling mind – disgraceful to the government
and the country that suffered it – the sight condition
of a man who having after a life without reproach,
past in the service of the public, is in a state of destitution
in want of deprived not only of his long accustomed comforts
but of the very necessaries of life? True. But not less
so in the case of the non functionary, be his occupation so it be not an unlawful one – what it may professional man – the physician,
the artist, the Schoolmaster: the commercial men –
the master manufacturer – the handicraft the merchant, the shopkeeper,
the carrier. For In the case of no one of these occupations non functionary profit seekers is
any such provision made. How happens this? Is it
that in the case of the non functionary there is less reason
for having imposing on the whole community, the burthen of affording
pay for service when the service has ceased? No, but that
there is no power: non functionaries consent not being able to tax one another
to put money into their own pockets, do not: functionaries,
being able, do.

If the demand had place in either case the demand
had place, greater less would it be in the case of the
functionary than in the case of the non-functionary.

Supposing him to have conducted himself without reproach in the exercise of his Office
in the case of the functionary respect and gratitude will
presence at the hands in the breasts of their several acquaintances tend
in a stock of sympathy such as in the will not have
place in the case of the functionary will not have had place
respect the inseparable companion of power when not abused,
gratitude for such kindness as without any undue preference
it will always be in the way of a functionary to manifest
towards those whose business leads them to his Office.
