Art. Under a Consti form of Government
which has for its end in view the prosperity of the one or the few
at the expence of the happiness of the people many, arrangements belonging
to architecture are, of course, like those belonging to every other branch of art and
science are either neglected, are objects either of neglect, or of sinister
attention still more and mischievous ones. Whether
of the one or the other depends upon the degree of intellectual
and apti active aptitude that accompanies the all-pervading system of moral immoral
anti-aptitude.

Two departments there are, the in which the degree of goodness bad or badness in the conduct of the business
will be seen to be influenced in no inconsiderable degree by the
nature of the arrangements employed in relation to the official
edifices.

In the case of the Administrative department the arrangement
, – through, as well be have been seen, far from being matter of positive indifference,
– are, of comparatively speaking, of inferior importance
when compared with those the demand for which will be seen to
have place in the case of the Judiciary: on the other hand, in
power of simplicity
the nature of the case will not allow that on the scale of simplicity those which apply to the case of the Judiciary
should should be stand so hig at a height equal
to that which they occupy on the scale of appropriate aptitude.
