Constitutional Code.

Be the sorts of functions what it they may, the ceteris
paribus, the less frequent the occasions on which they are
called into exercise, and the less in each instance the
duration of the exercise, the greater the number of those
for the exercise adequate exercise of which the disposable
hand of a single individual will be sufficient: and
ceteris paribus density of population equal, the smaller the the
less frequent will local field of exercise, the less frequent
will be the occasions by which the function is called forth
into exercise.

Hence it is that In this Code these this latter is the
state of things supposed to have place in those smallest sectors of
territory, which are the result of the last in the series of
divisional operations, the number of distinguishable functions and to each of which the so many a presiding functionary
allotted to the same individual styled the Local Headman belonging to many single-seated offices are located as in great Ch. XXVI.
