Instructional.
Art. or 1. Correspondent but opposite to the case
of the union of divers persons in one Office, is that of
divers Offices in one person.
Cases in which this union may be attended with
effects preponderantly beneficial are the following
Case 1. W The duties of one Two Offices different aggregates of functions such, that
the disposable service-time of one and the same functionary individual
may be will probably be sufficient for the adequate performance exercise of both the
functions of both Offices. Of this case one a supposable
may be seen in the case of the several subdepartments⊞ ⊞ with respective Ministers as per §. 1.
Case 2. By reason of the numerousness of the Official territories The number of the Offices requisite in
the whole territory of the State so great that partly on
account of the difficulty of finding apt persons in sufficient
number, partly on account of the expence of remuneration
for them if remuneration should be found necessary
function which otherwise a necessity is found has place
for allotting to one and the same individual, assemblages of functions which
otherwise would be allotted to different individuals.
The case will be To the Legislature it will belong to
consider whether this need of such union has not place
in the case of the Offices of Local Headmen as
A state of things in which functions
are a considerable degree numerous and dissimilar may
without inconvenience be exercised by one and the same
individual is that in which the individual occasions
calling for the exercise of them will naturally be in
a correspondent degree rare. Such is supposed to be
the state of things in regard to Local Headmen and
their respective territories, as above.
