§. 3. Number in an Office

Note (a) to Art. 25.
Art. (a) In the year 1782, upon
the accession of the Earl of Melbourne Shelburne to the situation
of Prime Minister, 11 became the number of the members
of the Cabinet Council. What the precise number
was at that time, the author of these pages does
not remember: but what he remembers perfectly
is it's being spoken f by a member of an opposite party,
as including an addition of unexampled and astonishing
magnitude to the number it found in existence.
Greater than 10 that number could not possibly
be: probably it was not greater than 9. At present
it is 10.
Of the addition which what can have
been the cause? Answer this: the desire partly to minimize
responsibility partly, when a descent from the
highest grades of power is become unavoidable, be the
inaptitude or criminality ever so enormous, to render
the stock as slight as possible. Impunity, under the
Monarch – Blackstone's god upon Earth – the human Emanuel – in a word – the Monarch.
Impunity is the quality secretly conferred on all who are possessors of
the offices of a certain altitude in the scale of power,
who have been doers of his will: for the preservation of this
attribute, effectual care is taken by the both Houses, in the case
of a of a Member of either House; by the Judges, in the case examined inferior grades – including in particular
that of a Justice of the Peace. If a Suppose a
delinquent even desirous of being punished, he would not succeed:
for the sake of the class to which he belongs system of which
he about system, f which his office forms a part – to preserve the principle of
universal irresponsibility inviolate – he would be
absolved.
