Art. Under a Government which has for its end in
view supremacy to promotion of the conjoint sinister interests of the a ruling one
and a class of sub-ruling few, the design
will naturally give birth to a number of efficient situations
in excess a state ofconstant and increasing excess.

Such accordingly will naturally be the state of things
under a form of government which has for its principle
the notion axiom postulate that the community is composed of a
God upon earth, as delineated by Blackstone, or say a
race of Demigods Demi God, under whom the rest are by the triune God divine right
placed in a state of slavery, constituting together with the
territory which he inhabits the subject matter of his property,
he has been placed in virtue of that benevolence
which is one of his attributes, to grant thereby
an instrument called for example a Charter, certain
rights to hold in conformity to his semi-divine
pleasure, and for such time as it shall continue,
in mitigation of the aforesaid natural and legitimate
slavery, certain rights.

But, such is the nature of men, and in particular
of men standing at that altitude on the scale of power,
so sure as any such matchless exemplification of benevolence
composed itself into been productive of corresponding beneficence, so sure will
after the grant under one day of
on whatsoever day
the grant has been passed, so sure will on the next and all
succeeding days will his wisdom be occupied in taking
part and consulting in the gentlest manner in as quick succession as may be possible, the
rights liberties and rights so accorded: and among the
means employed for
the production of this effect,
will be giving augmentation
in number
and order to the list
needless, useless and overpaid official situations, with or without of retreat, imposition of service, and without pretence.
