Constitutional Code.Ch. IX. Ministers collectively
§. in Office
Offices in one person
Art. This much where the sacrifice of universal
to particular and sinister interest is the work of pure
design, in a comprehensive plan formed the whole into
one.
Art. Now as to the case in which in for the formation of the
production of the form of Government has been the work purely
of chance of sinister design working in scraps by fits and starts
not with chance.
In this state of things excess in any degree in
these sources of waste and corruption may be combined
with deficiency in a vast degree in the number of offices
for which a real demand has place: design producing
the excess being work of design, the deficiency the work
of of sinister interest, interest-begotten auhority-begotten prejudice and the : sinister interest on
the part of the highest and most influential order of lawyers
by whose business would have been narrowed by the any partition
on the part authority-begotten prejudice on the part of
the people, deluded by kept in a state of constant
delusion by the certificates universally given by the lawyer
tribe of its own excellence matchless merit: viz on the part
of all the those among whom the legislative
power is divided, and whom on the part of the field the want of appropriate
intellectual aptitude has kept in a state of incapacity
for self-motion, not knowing how to act but under the guidance, and on the
some stadium to pursuance of some impulse given them by
lawyers.
