What is wanted is a remedy such as,
while it applies some check to the disorder, will
not be so unpalateable, but that a patient may
be found who can bring himself to swallow it.
Now, of this condition, the fulfilment is no altogether
impossible, so long as, to all his personal
appetites, the requisite gratification is afforded, –
and, to the perpetuation of whatsoever mischief
is necessary to that purpose no obstacle opposed,
any ulterior mischief, it may, even to a man so
situated, be more agreeable to see prevented than
perpetrated. On these suppositions, – in regard to
whatever mischief is done by any instrument of
his to whom it is not his pleasure to see in possession
of that privilege, what he has to do, is
to provide for himself the means of being apprized
of it.

As to the natural and ordinary case, it is that
of a spoilt child, who, – while under the name of Emperor,
King, Emporer-and-King, sultan, or Rajah, and the like he is occupied
in field sports, playing at soldiers, and amusing
himself with women, – turns (1) the business of government over
to a man grown, to bear the burthen of it in his stead.
Name of the spoilt child, Emperor, or King, name of
the man grown, maire du Palais, Alter idem, Prime
Minister, Grand Visir, or Peshwa: anything one or another, according to the country
and the age.
