Art. On this occasion, a phenomenon actually
exhibiting itself in the political world, can
not pass unmentioned: – a sovereign, receiving at
times, information, orally delivered, from every person
without distinction who chooses to deliver it,
a meteor, hitherto non-descript – a meteor thus unexampled
has for some time been visible on the
horizon of the Netherlands. But, by an occurrence
necessarily so rare, the demand for a universally applicable
provision such as the above, can not be
superseded. Moreover, of all such information, the
usefulness depends upon the existence of a recipient
not only disposed but able to employ it with advantage:
and, of such recipients in such a situation, how small at
all times the number likely to have place!

No persons but functionaries being here
in question, – a state of things such as that here
brought to view, is not to be confounded with that
which would have place, if by functionaries of inferior
grades, information, tending to the crimination
of persons at large, were admitted. Scarcely indeed
would the conduct of any functionary below
the highest grades be by such an arrangement exposed
to scrutiny: for, unless applications made to
inferior authorities had been treated with neglect,
no need generally speaking would a man see
for obtruding himself upon so awful a presence, as
that of the absolute and irresponsible arbiter of his
fate. In the case here in question, the only persons
to whom the fear would apply itself, would be the
very few, nor they without their own consent,
nor without being, by means of their several situations, in their own estimation,remunerated
for it.
