§. 3. Numbers in an an Office
A Minister – will he have the assurance
to address himself to the master and say –
to a man of my worth suspicion is injury?
evidence more conclusively probative of adequate
ground for general suspicion, scarcely in the instance
of a person in that or any other situation,
can it be assigned. It is the very course which
in proportion as a man's conduct were a subject
matter of just suspicion, he would have an interest
in taking: the less his danger from scrutiny,
the less, – the greater, & the greater, – would be his fear of it. Just so much confidence
as is indispensably necessary to the effectual
exercise of whatsoever functions are committed
to him – the whole of this quantity just so much and not an atom
more – to every functionary it is matter of right, –
and not only of right but of obligations, – to require:
say in a word the minimum of confidence. Over
and above this, the greater the quantity claimed, the
less the quantity deserved. And, whatever be the quantity
needed, it lies on him to shew and particularize the
need of it.
