§. 3. Number in an office

( ) It might naturally be imagined, that this
faculty and habit of adding peopling a Board with inefficient inserting ineffective
Ministers into the population of a Board would
not extend itself to the highest Board on which
every other is absolutely dependent – the Cabinet.
Of late years however the abuse in this shape has received
an improvement: nor, on this occasion, has
expense in the article of decency been grudged.
In the ordinary case as exemplified in all those
other cases instances, the inaptitude how consummate
so ever has never, unless by accident, been
manifested: in this case, it is after having manifested,
and by being a long course of manifestation
become conspicuous and notorious, that it has thus
been favoured. But a maxim has been laid down,
that at by his expence of any no person is not not of the opposite
party is any decline whatsoever has been his misconduct so much as a
to be experienced. Of diminution decrease from that highest of situations
such decline would be a an unavoidable consequence. His ostensible
place in the situation must is therefore to be preserved to him
although after his influence has ceased to exist is gone dead, is no more.
