∫2∫ Interruptedness of Legislative stttings – its subserviency to sinister
interest.
Art. For as much as is In English practice, by the interruptedness of
Legislational sittings a pretence is found for the exercise of an
arbitrary power by which the administrative authority makes
itself vice-roy as the post has it over the Legislature,
the presence may be a not altogether plan
for a collective sketch bringing to view all together of the services rendered
by this negative institution to the sinister interest of the
rulers.
1. Under every form of government but that of representative
democracy the sole object which either is, or consistently with
the nature of man can ever be really in view is the supposed greatest
happiness of the ruler or rulers governor or governors: and to for this object altogether
boundless is the extent of the sacrifice at all times
made and ready to be made of the happiness of the governed.
3. Under an absolute Monarchy a Monarchy there is
but one divinity by for and by which the sacrifice is
exacted.
4. Under an aristocracy-ridden Monarch, under which
according to the relation and comparative degree of energy
in the frame of mind of the individuals filling occupying the several situations
there the efficient cases of the measures of
government is a constant continual vibration which when the vibrations
acquire a certain degree of strength exhibits occasionally
what in the language of the poet Swift is a game of
leap-from analogous to that which he speaks of as having
place in theology between flesh and spirit, each alternating leaping
over the head of the other.
