5. Unless in and an absolute Monarchy under the Monarch
uninterruptedness of action on the part of the legislature takes
place of course: in no respect is it unfavorable to the present
interest of the despot, in every respect it is favorable to this
same particulars and sinister interest.

6. In an aristocracy-ridden limited and
mixt Monarchy uninterruptedness of action on the part of the
Legislature would be in a high class many respects under
a high degree unfavorable to the personal interests of the several sharers
in the power: interruptedness in a correspondent degree is
favorable to that same confederacy of particular and sinister interests; and
is in that account maximized.

7. – 1. At all times The Cabinet Oligarchy possess and exercise
the faculty of giving the portion of time occupied on legislative
business the order whatsoever extent is necessary to the giving
effect satisfaction to their own desires: and thus for all other interests coincide
with theirs.

8 – 2. But beyond this extent their interest stands opposed
to all prolongation of the time for by every day added to it
this or that interest is liable to be served at the expense of
theirs. Thus interest in the shape of case The Law of power and the law of case and the interest
in the shape of case concurr in the endeavour to minimize
the amount of such extra .

Effects the production of what is dictated by the law
of power are the following.

1. Minimization of the number of the arrangements proposed
by members persons not belonging to their confederacy.

2. Minimization of the length of time occupied by each
in its course to ultimate effectuation or frustration.

3. Maximizing the number of those frustrated frustrated
by postponement from session to session.

4. Maximizing the number of those frustrated by the
death of the parliament. Here the regulations by which the death of every
measure as made to follow upon the death of the parliament in which it originated
in or that system of judicature which has for its makers
