Ch. XIII Immediate Judges.
§. 2 Outdoor duty
Art. 8. Purpose III. Prevention or termination of
damage by delinquency or calamity. For example of such
damage see Ch. XI. Ministers severally. §. 6 Preventive Service Minister. Of this duty the Judge's outdoor duty, so far as regards delinquency in the case of delinquency the exercise will be no other
than that exercise of the Judge's his sedative function, as per Ch. XI
Judiciary Collectively §. 14, extended to outdoor cases. The
use of its being given to reasons for the imparting to the judicial department
this branch of power is are – that in a case of such
emergency it may happen that the all of a the Judge may be the ministry

that of a Preventive Service Minister or of any subordinate
of his and to be employed and that by the superior authority of
the Judge the requisite assistance of physical cooperation of persons
at large might may be more effectually obtained than that
of an any inferior functionary in the Preventive Service subdepartment. As to the comparative acquaintance with the law, of this comparatively narrow portion mass of his
the field of law belonging to this subject, a more perfect acquaintance,
if there be any difference might more reasonably
be expected at the hands of the functionaries belonging to the Preventive
Service Subdepartment than at the hands of the functionaries
belong to the Judiciary Department.
