Constitutional Code.

On this occasion the case of the English Justices of the Peace
is too conspicuous to be passed over without notice mention: but it
is too complicated to have been fit for occupying the first earliest place
on the list. Field of jurisdiction ample in comparison wide as compared or that of the Small
Debt Courts; narrower as compared with the Conciliation Courts
greatly much more so in comparison as compared with that of the here proposed
Judicatories: power broken into smaller fractions than in the
Conciliation Courts and than those which are common in the
Small Debt Courts. Pay none the London Police Office
excepted and a few others of date excepted, none of which belong to
the present case. On the other hand the circumstances that which given compleatly
to the case is the masses are the masses of pecuniary power which
in endlessly varying proportion is in different
local situations blinded with, infusing into its poison into
the judicial branch of it: this and the case latter to
keep the sweets of power from being mixt with and rendered
unpalatable by the bitter fall of obligation: every such functionary
taking up his task is throwing it by at the command as the interest or honour
of the moment.

In the here proposed system the prospect of the pay
as well as superior power in expectancy is a circumstance feature
which while in this tangible shape it gives to the situation a proportionable value
tends at the same time to reconcile the aspirant
to a shape strictness closeness of attendance much beyond what
could be ensured by any other method. without under No sooner than
having undergone this course the possibility of undergoing this course of deception be
established then an exclusion is put upon all aspirants
who have not undergone it by whom it has not been submitted. or yet is the benefit rendered
an object of monopoly or in any condemnatory sense of
exclusive privilege: for wheresoever a demand for more labour in
this shape has place the principal in whose interest it is that there should be no deficiency
possesses the power of administering
