Art. 3. On this occasion, a question that which can not
fail to be made, and to which particular and sinister
interest will be eager to make answer in the negative
is this: is there any sufficient probability, that upon
such terms, under obligation of so close an attendance
and under such strict responsibility, and without any salary,
or remuneration in a any other pecuniary shape or quasi-pecuniary
shape, apt persons will constantly be found
willing to serve in this capacity, in adequate abundance.

To this question apply the following answers

seems to reason for regarding the requisite acceptance
as being in any degree, improbable.
