Quasi Jury System--General Observations Preliminary in Explanations.

Being in its binding features different from every mode of
Judication in which as yet in use in which men without appropriate experience
are admitted into any share of judicial power, a share more or less unenviable in it

as and new and appropriate name. Having thus
in common the with the Jury system the characteristic for
the characteristic feature, the word Jury is accordingly employed
in the composition of it. But the powers allotted to the body
thus designated being different in several and then very
material respects particulars from those allotted to every body of functionaries
as yet designated by the name of a Jury, the
