S.4 Located, how
Art.7. Of the classes which it may be thought
right thus to eliminate, examples are the following
1. Classes excluded.
1. Persons insane. cause of exclusion, intellectual inaptitude.
2. Persons convicted of certain enumerated crimes.
cause, moral inaptitude.
3. Minors - cause, absolute intellectual inaptitude.
4. Foreigners not acquainted with the language.
cause, relative intellectual inaptitude.
Art 8 II. Classes exempted.
1. Persons habitually infirm through age or sickness.
2. Medical practitioners in actual practice. Cause of ex-
exemption, preponderant vexation to third persons,
viz. patients, in number unlimited.
3 Juridical practitioners, in do: cause of exemption, d<hi rend="superscript">o</hi>
4. Public functionaries (non military) actually in
attendance in office. Cause of exemption,
preponderant
detriment to the public service.
Art 9. N.B. Military functionaries should by no
means stand either excluded or exempted: cases of urgency
excepted, in time of war actual or supposed
impending: not regulars,
still less militia: not regulars: for 1. they have
most leisure: 2. every judicatory
being a school of justice, the every Quasi-Juror Stipendiary

scholar and master at the same time, service in
this line will to them be in this way, in a particular
degree of use: as well as by obviating the danger of their
regarding themselves as possessing a particular interest, separate
from that of their fellow citizens.
Art 10.III. Class partly, excluded partly exempted -
1. Persons who, while too indigent to travel from the distant
parts of the Sub-District, and serve for 7
days gratis, may
not be sufficiently trustworthy to be trusted
with the
necessary subsistence money before hand: while, by reason
of deficiency in cloathing and cleanliness, the presence
of a person thus circumstanced, might be
annoying
to other actors on the Judicial Theatre. Cause of exemption
or exclusion, relative indigence.
