Having thus given the indisputable employment
to human will, what remains may be,
and therefore ought to be, left to the only incorruptible
functionary of Government, that is to say, to
Fortune. To the charge of Fortune, out of the eventually
-attending List, may be, and therefore ought
to be committed the charge of extracting for each
Judicatory, at each period, the actually attending
list: and moreover, during each period, for service
in each distinguishable suit, or contemporary cluster of suits
between the same parties, the charge of extracting
out of the actually-attending list, the actually serving
list.
