In England government can not afford to pay the price for
the time and labour it thus exacts from them: it the only persons
to whom it can afford to give this compensation are those who are
so rich as to have no need of it: it can not afford to pay Common
Jurymen: the interest all it can afford to do is to pay Special
Jurymen: and those have a guinea apiece each suit: in and on
the same day this repeated for several ends. The use of a Special
Jury being to secure injustice in favour of the higher orders as from in
every contest between them and the middle or lower orders, one
would have thought they might have been trusted for this without a
bribe: but a pretence for giving one another the bribe presented itself
and it was not to be neglected. Till t'other day in in a suit between
the King and an individual the verdict was in favour of the individual
the bribe was doubled: shame or not only fear under the mask of shame cause
this practice to be suspended:⊞ ⊞ But think of the time during which such practice has was in continuance, and but it may be renewed at any time:⊞ and
note that list as a case suit of in which the King is party justice should be
possible, the King is entitled to, and of course gives himself this assistant
of bribed Judges.
