If in the country in question be it what it may, the state
of things government is such, that the ruling few to the desire which can not
in any assemblage of men be wanting, the ruling few there add the power
of making continual sacrifice of the universal public to the
one particular and private interest, the laws made by them will
of necessity be such as in their eyes will be the best adapted of any
that can be devised for keeping perpetually on the altar that
sinister sacrifice. The Whether in the counry in which the institution
