Constitutional Code

It is by them and for them that in England the great body of the people
have been kept in a state of perpetual outlawry, and the people of Ireland in
a state of still deeper misery: the misery suffering of the highest being instigated by that
portion of morality which the joint existence of Monarchs, Aristocrats, priests those faithful of the priesthood.

If this be not corruption to what other enormith can that denomination
be applicable? By the of the few powerful at the expence
of the main weak in what other shape by what other means can greater
mass of evil be produced?

In the worst system of law that ever was in came into execution
parts could can never have been altogether wanting, of to which when separately taken it was necessary for
the advantage to the happiness of the greatest number that the intended effect should be
maximized: witness all those in which the of individuals
in respect of property, and condition in life were individuals dependant for that
security against their inefficient and irresistible adversaries. If
therefore the class of efficient and irresistible adversaries had no place were altogether
or wanting everything that ingredient which in the frame of government the of which was to weaken
that security would be purely mischievous. But where if to a certain
degree the utmost mischief capable of being sustained from by inflicted by unauthorized
and resistible adversaries is in comparison of
that which is already sustained added to the indefinitely which
is still impending from the oppressive force of self-authorized and
irresistible adversaries, the if so it be that on no other terms can
a any chance of escape from the more oppressive burthen nor
any intermediate alleviation of it be obtained upon any other terms
then the lessening the efficacy of all instruments of security against injury
from the that resistible class of adversaries the from whose
has its bounds in such can the weakening of the limits of the security its
very
evil as it is in itself, may in virtue of this its inseparable accompaniment
be a good, and any instance be it what it may, by which such
debilitation is produced or encreased may be a beneficial one, and
as such fit worth to be cherished supported and kept on actively with the utmost
care.
