§.

So long as for aught he knows or imagines, those
appointed guardians of his probity and the people's security are at once
willing and able to do this their duty, it is well: and at the
taking each suit by itself whether they those his qualities conditions
are in their instances actually conjoined will with relation
to his conduct considered as the result make little or no
difference. Not so, if by any means that from this official appointed contractors he can be assured
that his views whatsoever may happen to be his views wishes, the accomplishment
of them will not on the part of those appointed contractors
no obstruction will be experienced. Now then, were
it possible that out of the whole appropriate population of the
community the individuals who on the individual occasion were as
to operate in the capacity were at the instant next preceding
the commencement of the having taken by lot, no such
corruptive assurance could possibly take place. But that
the choice determination should be committed to the absolute and uncontrouled power of
for Fortune – the only surely impartial arbiter Fortune is not
possible: on some one day of the process if not on more
than one, will – human will can not be must unavoidedly
have a part, perform a part possess and exercise a
share more or less considerable. Suppose on the occasion of each
such the choice to rest on the uncontrouled will of a single
individual and that this individual always the same. Suppose
now moreover this individual is dep in confederacy for this purpose
with the Judge the Judge might thus be assured that the his apparent
censors will on each occasion be real confederates,
and in respect of any sinister dealings on his part accomplices
this function instead the effect produced by their
intervention will be not that of a bridle but that of a
screen.
