To the usefulness of a Committee an accompaniment guardian fraternity company of this sort the constant forthcomingness
is a necessary quality: for if there be any one occasion on which
the bridle applied by it is necessary, where shall the occasion be
found on which it is not necessary> But to answer this result
two bodies there are the founder and at all times the existence
of which is a it will be seen at all times necessary: namely
first on the occasion of each suit, or rather of each hearing
in any suit in on the occasion of which it is employed, the body company
actually serving on that individual occasion: and a greater
body out of which, as water from a common reservoir
into a private cistern, is has on that same occasion, as well
as other similar occasions been draughted. This To speak
or even to think of those several aggregates, names must be
allotted to them: the list of those who on the occasion in
question no are actually serving in actual service, call it the actually serving
list, the draughted list as being drawn off from the more copius
list, or the quota list as containing the quota or number which
in the on the occasion in question are to be employed.
These two lists might serve and suffice, if all who were
on the individual occasion were liable to serve at any time, were all
of them on each occasion present on the spot. But this That this is
should be as manifestly physically impossible not the whole of that all comprehensive
body but only a portion of it can at any
time be then in attendance waiting that out of it the sets appropriate
selection may be made. Thus then is the existence of
three distinguishable bodies list included one within another
indispensably necessary. 1. with relation to the individual need in question smallest list actually serving
list. 2. next smallest list, actually attending list: 3. all
comprehensive list, eventually attending list. To these in
order to form an all comprehensive conception of everything
then by possibility, setting aside usefulness might have place
must be added a still more comprehensive list in which the
three others are moreover
included, namely the
possibly attending list
