§.

In the formation of any one of those three lists suppose human
will the uncontrouled arbiter, the apprehended sinister
confederacy and consequent collusion may have place, and misdecision through carelessness
or sinister design may be the result. In the import of any one of those lists In so far as human
will have a part, call him on whose will the composition
depends the Compositer.

That which now requires to be done is to show
how to with most useful effect out the possibly serving attending
list may be ther drafted the eventually attending list,
out of that, on each the occasion of each hearing separately considered the actually attending list, out of the actually attending
list the serv actually serving list. In regard to impartiality,
what is the very thing required to be done is, so to order the action
matters that on the part of the actually serving
list and each member of it the impartiality place,
but that it may have place in each member of the actually
serving list it is desirable that it should have place on the part
of each member of the actually attending and eventually
serving list: that it may be sure to have place in each member of the
actually attending list it is desirable that it should have
had place on the part of each member of the eventually serving
list: that it may be sure to have place on the part of each
member of the eventually serving list, thus it should have
had place on the part of the whole possibly serving list.

The more copious the list is, the more plainly
impossible will it be seen to be that all individuals tainted
with partiality in whatever shape should be excluded out of
it: for supposing it possible that all sinister pecuniary interest
should be kept excluded still pecuniary interest and self-regarding
interest in all its shapes taken together constitute as
one cause of partiality: in sympathy and antipathy may be seen constitute
two others.
