Homicide, Forcible or clandestine depredation, destruction
or deterioration of property, Mendacious defamation,

Cases in which it may be necessary or advisable useful
that to an extent more or less considerable impunity
should for offences of the above description or
some of them be accorded have been already brought
to view. See Ch. XVIII Justice Minister. But of to its
being so an invariable condition is that it sh the according
of the impunity should not depend upon secret
and arbitrary will, determined as such will always
is and will be by consideration of personal sinister
interest standing and acting in opposition to the universal general interest.
From the judiciary authority a penal law ordinance cannot
receive execution and effect without a pursuer, without
a demand made for it and evidence of the corresponding
offence produced by some person in the character
