Instructional.

The result is – that so far as can be avoided
the whatever matter of reward offered is thought fit to be granted conferred
for conviction-promoting information should be
if determinate in quality not be fixt or limited
in quantity by any general ordinance: nor yet
any rate made the receipt of it made virtually absolute i.e. and
free clear from all condition besides over and above the delivery of the
information or testimony, and the conviction of the delinquent.
by an the appropriate opinative decree.

If the not only the shape be determined but
the quantum fixt, as also the conditions determined as
above, the natural consequence is that regular and
determinately grounded calculations will be made.
From the practice of such calculations two distinct
evils will take their rise.

1. If In a case in which the reward will be
clearly seen to be inadequate no it will be plain to
all concerned that no information will be ever given and
thence tha so far as depends upon the mutual perfidy of
one
as between confederate and confederate the confederacy no
danger will attached upon confederacy from this source.

2. In a case in which the reward to clearly
seen to be adequate, it will operate as a source
productive of delinquency in the shape in which it the reward is employed
under the notion of preventing it: the by the more
artful of two malefactors another who but for him
might have remained in innocence will every
now and then be engaged in inveigled into the commission of the crime,
for the purpose of being informed against and convicted
that the reward held out for information followed by conviction
may be earned.
