Ch. XIX. Registrars
§. 3. Elementary functions

Applicable Applying to the whole mass of the matter constituting
composing the subject matter or result of the exercise given
to the above mentioned three composite functions is the custoditive.

So likewise the communicationed or communicational:
to wit that of which the exercise consists
in giving facility affording the requisite facility to all persons
having need to perform in relation to any of those documents the
operation of this the words and inspection, and
upon occasion copying together with the faculty of obtaining
upon occasion a recognition authenticated by the Registrar
of the correctness and compleateness of the copy so taken.

So likewise to the edifices or apartments in
which the mass of matter is lodged and kept, the instuditive.

Art 4. 13. Access-affording function. This In the exercise
of this function, the Registrar communicates, to all persons
having need or desire, access to the all the several documents
in his custody, whether for the purpose of , simple inspection,
of simple lection and or lection and of copying as need may require,
maximizing the in the instance of each person
the facility of access for those several persons, in so far purposes: to wit always in so far as may shall be consistent with the like facility to every
other person, as also with the non-existence exclusion of preponderant
evil, viz. whether from the consumption of
the Keeper's time, and or from obstruction to the
exercise of the his several other functions, as above.

With this function, the list of the several other
functions may be considered as crowned.
