Supposing the distribution plan preferred, thereupon
comes the consideration – what if any shall be
relation between the side results of the division made
for the purpose of sub subordinate legislation, and those of the
division made for the purpose of superordinate judicature?
Answer Were it only for facility symmetry
and simplicity and consequent facility of conception, the only objects of regard exact coincidence would be the case without hesitation
be the answer: But the best public obtainable is desirable for
the one purpose, and so is it for the other. But, from
this maximum of simplicity, departures in indefinite
number may come to here and there be suggest prescribed by consideration of import
made
of a local nature, and of weightier import
but not of not improbably on homage to simplicity may however be
found capable of being capable of being made paid without
any very considerable sacrifice. Supposing, on one or more instances, divers
Sublegislative Sections portions of territory included comprised in an
Appellate aggregate of Immediate Judicatories sections territories put together
for the purpose of making composing the territory,
of an Appellate judicatory, or divers Appellate Judicatory
territories included comprised in one Sublegislative territory, –
still may the coincidence be thus far preserved,
that no Sublegislative section portion of territory
shall be put into two or three pieces by the boundary lines of one or more
Appellate Judicatory portions territories, nor any Appellate
Judicatory portions by those of one or more Sublegislative portions,
the elementary parts of the one being throughout so many
integers of the other, without any admixture of parts fragments.
