§. 6. Remuneration.

Instructions to the Legislator.

On this subject, nothing little can be proposed sufficiently determinate
to the stand as a constitute a portion of proposed text. Individual
parties alone and not the public being the persons
to whom the service performed by this sort of functionary
is to be rendered, from them alone must the ren come
whatsoever is received in as quality of remuneration for those
same services.

In general however and with a view to the public
at large that is to say all inhabitants of the territory in
the State considered as exposed to the misfortune of having
need of such the sort of assistance in question, thus may be said
that the less the remuneration given to persons of that class so much the better for persons
of all other classes. For unless in so far as Natural function the services rendered
