In this Pannomion punishment
and remission
will be adjusted to one
another: Penal and
Procedure Code, to the
part of the Constitutional:
thence no repugnancy,
no inconsistency.

on these heads, draughtsman
will be fitted for
melioration-suggestion.

for remission Justice
Minister will make
report to Legislature,
suspending execution
till its determination

punishment remission
being made but
for some declared justificative

Pardon, mercy, and
their conjugates are not
in it.

Pardon power supposes tyranny;
its exercise relaxation
of tyranny. Exercise of
punishment power, without
obligation, a tyranny.
True, tyranny is better not
exercised. But wherever on
adequate grounds obligation of
inflicting punishment is imposed
by law – better is it inflicted
than not: punished,
should be the non-infliction.
