Art. 4. To the end that, at the commencement of the
consummative period the Legislature may, for the purpose on the occasion
of the election be suppl have the benefit of the
best evidence of appropriate aptitude that the nature
of the case admitts of, – during the preparation period,
no person with of no Justice Minister will the term of service be
longer than a year for years more than one, nor will any person, who has served
one year during one year of that period be eligible in any other year, of that same period.
