Of all persons in whose instance at the power can be conjoined
the and of the power with the interest, and consequent
desire, to offer to the Justice Minister the matter of
corruption in any relatively attractive shape, the only one is the Prime
Minister – head of the Administrative Department, and
in it of the Financial Sub department, and Locator
general general in respect of the high situation thereto be laying.

corruption from all other sources seems highly improbable.
