Expence
To the allowance of the expences of justice to those suitors at large and therein
to all pauper suits no such evils attached as attach
to allowances at large to paupers at large. Money
thus bestowed is not a bounty upon idleness: it is not
a bounty upon over-population.

Expence.
If indeed there were no check upon it, the allowance
made in this shape might be destructive of all justice,
it might operate as a denial of justice: a denial more
extensive than ever was made by law-taxes or law fees.
Out of or for , men might with or even without
conspiracy were the number of judicatories ever so great
men might occupy the whole time of them all by sham
suits. But the check is no counter applied as it is
obvious. By a judicatory vexation if committed under
the eye of the Judge is still more easily checked by than if committed anywhere else. A very slight punishment
will suffice, and to the abuse of such punishment this
is the check of applied by the public eye.
