Procedure Code

During the length of time certain parties of matter were at rest
with relation to one another and others in the vicinity, others in
motion is this at such moment of time, in this or that direction.

§. Discourse Ways of Speaking as applied to facts – positive and negative, true
and false – certain and uncertain – necessary and contingent
possible and impossible.

1. In the ordinary habit of discourse, qualities
which belong only to discourse as applied to facts, are spoken
of as belonging to the facts themselves.

To this head belong the correspondent and
opposite qualities designated by the epithets positive or affirmative
and negative, and those designated by the epithets
true and false.

There exist not any such things as negative facts.
Those things which exist are negative assertions in relation to
facts.

There exist not any such things as false facts.
Those things which exist are false assertions in relation to facts.

Perplexing and all comprehensive is the confusion and perplexity
in which for want of those explanations mans
conception is liable and apt to be involved. Hence the
need and use of these same explanations and the purpose
for which in this place they have in this place been introduced.
