To secure Against responsibility in case of insufficiency
or importance, it seems a proper security seems to be
obligation for on the respondent to say in his response
whether it was drawn up without or with assistance
and if with, with whose assistance, mentioning whether
J gratuitous or professional.

In the proposed Constitutional Code with which this
proposed Procedure Code is connected, under the
names of Local Headmen and Local Headmens'
Registrars two sorts of functionary are provided,
to act together in each of those of territory, reformed
by the last act of division applied to the whole
territory of the State. See Constitut. Code Ch. XXVIII
Local Headmen. In the Local Headmen
an individual in any such helpless state as that
above indicated, would find a ready prepared
assistant and comforter. In England no such functionary:
in England therefore no such resource.

In this proposed last Against falshood in an epistolary testimony, these
securities are, as above, provided, no one of which is provided in the
English mode – 1. first in all every judicatory judicial juridical occasion
in every one the same as are in every other, responsibility
compensational or , one or both, according as
the case may require: 2. assurance after examination in the epistolary in case of
need, so subsidiary examination performed on the same
individual, do on the open mode: in case of falsehood
mendacious or temerarious uttered in the oral form, and evidence
sufficient for the establishment of conviction and punishment at the
moment and at on the
spot, without need
of adjournment to a distant
day for a separate hearing. In Judicial
securities not one has place in English practice. From this imperfection which in the epistolary mode as compared with the oral might be found
or supposed to have place in English practice
in relation to this matter as at present conducted,
altogether ungrounded would be any
inferences by which any such imperfections
were concluded to be ascribable to the
epistolary mode as here proposed to be conducted.
