But suppose corruption and partiality out of the
question, the scene lying in the functionarys closet, and
every thing being dependent upon his declared bureau
and in a word upon his will and pleasure, every person interested
would thus be placed in a state of dependence upon his humour
and caprice.
Not inconsiderable is the suffering to which
individuals are stand exposed even in the case where the
person of whose beneficial assistance they stand in need is a
professional man, selected by themselves determined by the object of
their own choice. Yet In this case known. Yet in this
selective arbitrary power and humour his same check
and that a ra considerably efficient one: for of in
he eyes of in this case the function is a source of emolument,
and by at the pleasure of the principal, of this
emolument the functionary may be divested deprived. Whereas
in the supposition here in question the functionary is
on this occasion a public functionary, not liable to he
divested exposed to distraction at the hands of individuals
acting singly and in small number, as in this case.
Not inconsiderable the suffering in this case to the
principal: for if on the occasion of such a charge of
hands the assistant who is thus dismissed suffers in any way, so most commonly does the
individual by whom he is dismissed suffer and in more
ways than one.
