§. Functions applied, how.
To the secretly-acting and arbitrarily-acting functionary
substitute one the openly acting and judically acting
functionary, every thing now is as it should be. Compleatly fixt is The
tutelary eye of the Public Opinion Tribunal upon every
thing that is done: no partiality, no corruption, no
ill humour, no domineering, but what stands perpetually
exposed to public scrutiny and public concern.
To the ear and eye of the Judge the claim of the each
individual is presented in an immediate way, within
without the interposition of any intermediate sieve or collander
by which nor in any proportion the proper ground of the
claim may at might at pleasure have been strained
out, and prevented from ever reaching him his mind his cognizance.
