Art. 4. Part acted and

Instrumentory all along in and to this traffick has been the
House of Lords: an assembly into which are poured regularly and
constantly poured with systematic regularity an influx of
men who by from the like traffic have had accumulated the
mass of wealth regarded as necessary to qualify a
man for a seat in that assembly body among the
members of which the article called factitious honour has

is so worthily presided: the Chancellor whoever he is

and in particular to those who have been being in the right victims to the

of the money paid by them on these accounts? if
the proportion of it received by him and his creatures in
these same amounts? ignorant of these things which, every
day in which he is sitting in comp and ceremony and with
the pretence of rendering justice are in one way or other
brought before his eyes? If yes ignorant of the money paid
or given him to him by his Secretary and others of his numerous
creatures in his name into the shape of his Bankers?
ignorant of the any one of the services from which that same
money is derived? If yes, then so is every proprietor of every of a manufactory
concern constantly ignorant of every thing that has place in his manufactory in the way of profit and loss.
