Box 55 contains Bentham's ideas for a Procedure Code which would regulate how courts should operate. The Procedure code was part of Bentham’s overall plan for a ‘Pannomion’ – a complete code of law. In this material Bentham considered the operation, nomenclature, costs and personnel of the courts.
