1823. Decr. 8
Constitutional Code or Procedure

6
Ch.
6 §.

16
Thus every person by
whom injury in any
shape had been inflicted
on any other, would in the purchase of impunity,
have a corresponding adequate motive
and money for their absorbing the
Judge's time by himself,
confederates and agents

Now as to the public [branch of the] evil. Means adequate
to the production of it being supposed present, motives
alike adequate could never be wanting so long as individuals
were in existence who are content to
also
to whom, the faculty of practicing oppressive depredation
included to an unlimited extent and with impunity
were an object of desire. While an artist in this way
went on robbing and committing real injuries in all imaginable
shapes, for purchasing to the purchase compleat impunity but a small portion
of the fruits of the depredation in paying employing a gang of accomplices
to engross the whole time of the Judge by tales of imaginary
injuries.
