Constitutional Code or Procedure
So much of for Bonaparte's Code – a real one: now
for the English – an imaginary one. Here not so much
as the pretence of rendering it possible to the parties or
to any party to come to the speech of the Judge in
whose hands their destiny is placed. Here in the four
great Judicatories amongst which, the plunder of the
afflicted is divided – here may be seen to many open
shops in which the liberty of every individual is openly
sold to everyone who will pay the price for it. With
lies for their instruments weapons, for ages together they kept
fighting for this plunder: without the slightest appearance
of suspicion that when waged between such combatants
and for such causes, there could be anything
wrong in it, the history of this war has in the course of
his commentaries been detailed by Blackstone. Till
within the memory of persons now living, not any the
slightest check, or so much as a shew of a check, was applied,
to this power of universal oppression. By a man
who had never any the slightest dealings with him,
nor in a word any real claim upon him whatever, the
most opulent man that ever came there might be arrested
upon the Royal Exchange in the view of all the
company there. Bu To this power by a law of Geo IId. George 1st. a
(12 G.1.3.c.29) check, though but a partial check, was at length put.
At more than 60 years distance, the tone and manner in
which, by one who hadst witnessed it the blow thus given to the professiore was spoken of by
a member of it, is not yet forgotten.
