Constitutional Code or Procedure
In speaking of pecuniary punishment, one material
circumstance has been omitted. This is, that, sums
and fortunes being equal, the suffering produced by
the abstraction and loss of money in a case called
Civil, is naturally and ordinarily greater, than
in a case called Penal.
In a case called Civil, a contest has place
between individual and individual, one or each
not unfrequently smarting under a sense of supposed injury,
inflicted by the other. Under this irritation, the suffering
produced by the loss on the part of the unsuccessful
party, is encreased by the aggravation produced,
by the reflection contemplation of the gain and enjoyment acquired
by the successful rival.

Fleet Prison. Yesterday an inquest was held in the
above Prison, before T. Shetton Esq. Coroner, on the body
of Mr. George Pickett. It appeared from the evidence, that
the deceased had formerly been engaged in several law
suits with his relations, and in December 1800, he was
committed by the Barons of the Exchequer to the Fleet
for contempt of Court, in refusing to answer the questions
proposed to him; he, in consequence, chose to remain
in prison rather than answer the questions, &
has never, since the day he was committed, been
outside the walls. He died yesterday morning.
