Chain of obligations – of

If gratuito professionally let the remuneration be suppose £1,
on this supposition the motive is the good in all shapes obtainable
– not for the £10, but for the £1, if gratuitously, then is it
not the £10 but either the pleasure of sympathy resulting from
the contemplation of the good in all shapes about to result
from the possession of the £10 by the person on whose behalf the
application is made, or else the expectation of some good
in some other shape expected form from whatever motive at the hands
of the person on whose behalf the application is made.

The case in which the applicant is acts as a trustee for the
person on whose behalf the application is made is but one modification
of the case just mentioned.

In the import of the word trustee is included
are is commonly is in a tacit way comprehended the idea of the existence
of correlative parties one or more besides the one
who is by express mention thus designated, that is to
say in addition to the party on whom the obligation is
imposed – not only the party for whose sake – for whose benefit
the obligation is imposed – say the intended benefitee, but
also a another party the party by whom the benefit obligation
is imposed. As to the party by whom in its origin the obligation is
imposed originates this can not in any instance be any person other
than the sovereign of the State taking this fictitious person
in all the forms of which he is susceptible, monarchical-aristocratical,
democratical-mixt. But in every political community on a great variety of
occasions this power of creating obligations and conferring power
charged with obligation of rendering correspondent service to other parties
one or more, the sovereign is in the habit of conferring and maintaining keeping alive.
