J.B. to Bolivar

The other topic was the junction of the two Seas. I forgot whether
I did not mention it to Bolivar in a firm letter. Upon my
mentioning it to his Agent Echeverria, of whom above, he
informed me that it had not passed unheeded by his
Government, and that with a view to it an individual whom
he mentioned had in Feby been sent from this part of the
world to take surveys. He expressed
no desire about secresy I know no reason why he
should: I therefore break no trust in mentioning making this mention of it to you
In answer to some hints of mine he said the desire
was to accomplish the matter in their own territory
with their own capital: and if capital enough could
not be obtained in it, then and not otherwise to have any
recourse to foreign assistance in the shape of capital or
any other shape. This, you see is exactly what might have been expected.
But what would be the they such a plan, suppose it practicable, on what terms would this
admitt other nations to the benefit of it? Upon liberal terms such as Yours?
go upon your liberal plan and admitt all upon
the same terms with this one? this would (I fear) be
too much to expect. What would be the consequence? other nations
would, not — & altogether not without reason, be in an ill humour with them,
and picking quarrels with them. Not regarding it as probable that
within any reasonable time they would be able to get capital sufficient
except from England my plan is that they should have recourse to a
Joint Stock company say the Junctiana Company; that to this company should
be ceded a spot, sufficient but not more than sufficient, for forming and keeping
up the communication: that for protection, the Anglo-American States should be requested to
admitt it into their Union it being more speedily accessible from their metropolis by sea,
than much of their present territory by land.
Company, over and above
expenses of
fortification to pay
or not to pay a purchase
to the Government
many for the land:
private proprietors recourse dominion over the
their indemnification
: profit
of the Company,
(the sum for from all )
and of the land
in parcels for habitations,
, building, and other purposes.
The]
the most promising spot being not far
distant from the boundary between Columbia and Mexico,
the thing desirable would be that the Junctionary Territory should
be between the two. In this place, so far as depended upon laws and
treaties, the benefit should be equal to all nations: but by nature
the benefit would be proportioned to their vicinity to the spot: better
the Junctionary territory should have both territories for its
next neighbours, than be inclosed in one of . To Buenos Ayres
and Chili the utility of the measure may perhaps be left
than to any other nation: but I can hardly suppose it could
be otherwise without interest to either . As to the Anglo American United
States, it is matter of demonstration that so long as as

good as it is, what should
make it , no other nations any
thing to fear from at their hands.
