§ 9. The greatest happiness of the greatest number requires that
the original draught in question be, if possible drawn gratuitously:

§. 11. On the part of any proposed Draughtsman, willingness

§. 12. On the part of a ruler, willingness or unwillingness to
see established an all-comprehensive Code, as above with
its rationale as above, is the most among the most conclusive
tests of appropriate aptitude, with reference to such
his situation.
