"Youth found in a state of inebriety shall be taken by the Police
& kept in durance 24 hours.
"A roll to be kept by the Head of the Police of the names &c of persons
so found.
"A person found in a state of inebriety 3 successive times shall be
confined 15 days, for the 4th times for 1 month; & if culpable a 5th
time to be treated as a criminal incorrigible & placed at hard labour.
"The proceedings in every case are regulated by & subject to, the determinations
of the Judicial Tribunals, according to the laws for the preservation
of morals."
By an ordonnance of June 24 a game called Pato is prohibited
throughout the jurisdiction of Buenos Ayres — and whoever shall be
convicted of having played at that game or been present thereat, or permitting
or knowing it to be played in any house shall be liable to
hard labour on the public works for one month — for 2 months in
case of a 2d offence — for 3 months on a 3rd offence.
The state of Peru has established a new flag of 3 stripes two of a
carnation red on the exterior of a white stripe, in the centre of the white
stripe a sun in carnation red; the superior flag, or flag of the state, a
carnation red, with a sun all in white in the centre. The colours of merchantmen
to be the same as the national, 3 stripes.
The Peruvian Government has invited proposals for contracts for the
construction of two splendid & durable bridges of stone at points in the Peruvian
territory which will facilitate the intercourse between the interior
provinces.
The Peruvian Govt has maintained a remarkable reserve towards
the new States to the North & Sth of them. Our correspondents appear to
be more than usually reserved on Peruvian affairs. We do not possess data
sufficient to hazard an opinion with any degree of confidence in the appearances
of things at so great a distance.
We have received several numbers of a new periodical publication
which promises to be of great value if pursued with the same intelligence
that characterises the numbers we have received — the first number has
not come to hand; — but the 2d which is of 15 March 1822 commences the
2d section of the work with the head Topography: the title of the work
itself is, the Statistical Register of Buenos Ayres: The first section describes
the city of Buenos Ayres circumstantially & contains a great variety of
statistical tables in which latitudes & longitudes of the principal places
are given. A meteorological table — the thermometer according Fahrenheit,
the prevalent winds & the sensible temperaturs for Jany 1822. — The hotest
day was 1st Jany. when thermometer was at 91 mid day — evening 80, the
